Cross-Border QR Payment Cooperation between Cambodia (ACLEDA) and Singapore (LiquidNet)
Phase I: Cambodia Scans Singapore RoamQR (SGQR)

Phnom Penh, November 12, 2025 – ACLEDA Bank Plc., the first publicly listed commercial bank in Cambodia, is pleased to announce that the National Bank of Cambodia (NBC) and the Monetary Authority of Singapore (MAS) have jointly organized the official launch ceremony for the Cross-Border QR Payment Cooperation between Cambodia (KHQR) and Singapore RoamQR (SGQR).
This milestone marks a significant advancement in regional financial integration and digital payment innovation, enabling seamless, secure, and efficient QR-based transactions between the two nations. The ceremony was held under the high presidency of H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia, and Mr. Sopnendu Mohanty, Group CEO of the Global Finance & Technology Network (GFTN), Monetary Authority of Singapore.
Under the initiative and leadership of Her Excellency Dr. Chea Serey, Governor of the National Bank of Cambodia, the introduction of cross-border KHQR Code payment services and in collaborative with leading financial institutions and fintech partners, including ACLEDA BANK from Cambodia and Liquid Group Pte. Ltd, United Overseas Bank Limited and DBS Bank Ltd from Singapore have established a robust and interoperable cross-border QR payment infrastructure between KHQR and RoamQR (SGQR), supported by strong regulatory oversight from NBC and MAS, reinforcing regional digital financial connectivity.
The KHQR–SGQR cooperation will be implemented in two operational phases:
- Phase I: Cambodian users can scan RoamQR (SGQR) codes through the ACLEDA Super App to make instant retail payments in Singapore.
- Phase II: Singaporean users will be able to scan KHQR codes via LiquidNet to make payments in Cambodia.
This bilateral initiative represents a key step toward achieving ASEAN payment connectivity, enhancing financial inclusion, and promoting digital economic integration. The collaboration will:
- Facilitate seamless and instant cross-border retail payments via mobile applications;
- Enhance transaction transparency, efficiency, and security through real-time settlement;
- Support tourism and small-to-medium enterprises (SMEs) through convenient cashless payments;
- Reduce cash reliance and operational costs for both consumers and merchants;
- Strengthen trade, investment, and tourism flows between Cambodia and Singapore.
Local merchants and enterprises of all sizes will benefit from accepting cross-border QR payments, offering greater convenience for international customers and improving operational efficiency in line with modern payment standards.
The launch of cross-border QR code payments between Cambodia (KHQR) and Singapore RoamQR (SGQR) emphasizes to ACLEDA Bank’s successful development, which has achieved continuous success with the launch of cross-border QR payments between Cambodia and Thailand, Vietnam, Laos and Japan in the previous time. In our mission to broaden financial connectivity and enhance customer convenience, we are now proud to extend this service to Singapore. Looking ahead, ACLEDA Bank plans to expand cross-border QR payment cooperation with India and several other regional partners.
We are honored that the National Bank of Cambodia has appointed ACLEDA Bank as the sponsoring bank for this strategic cross-border QR payment project with Singapore, jointly initiated by the NBC and MAS. This collaboration represents an important step toward regional payment interoperability, aligning with ASEAN’s vision of advancing inclusive digital economies and fostering financial innovation through interoperable QR systems.
