Vientiane — June 29, 2009 — ACLEDA Bank Lao Ltd. celebrates an inauguration ceremony of new branch located at #091, Nangborn Street, Group #6, Nongchan Village, Sisattanak District, Vientiane Capital City, Lao PDR.

The grand opening was officially held under the presidency of H.E. Deputy Governor of the Bank of the Lao PDR; H.E. Deputy Governor as a representative of the Governor of the National Bank of Cambodia; Chairman, Vice-chairman and members of Board of Directors of ACLEDA Bank Plc. and ACLEDA Bank Lao Ltd.; President & CEO and Management of ACLEDA Bank Plc.; Managing Director & CEO and Management of ACLEDA Bank Lao Ltd.; and many other distinguished guests.

On the occasion of the inauguration ceremony, Mr. Ngam Youra TAUCH, Branch Manager of Vientiane announced that this branch was one among eight offices of ACLEDA Bank Lao Ltd. and had been licensed by the Bank of the Lao PDR since June 12, 2009 to operate as a commercial bank. There were 25 employees, nine of which were female, to operate in the Vientiane Branch providing banking services such as Loans, Deposits, Funds Transfers, Cash Management, and Trade Finance.

During this auspicious occasion, Mr. Narin PHON, Managing Director & CEO of ACLEDA Bank Lao Ltd., claimed that this was the fourth great event for ACLEDA Bank Lao Ltd. and became the 237th office if including with ACLEDA Bank Plc. and hopefully believed that ACLEDA Bank would have offices covering all provinces/towns of Lao PDR in the future. Especially he added that there were 5,000 customers and all products and services of ACLEDA Bank had remarkably increased in the first semester of 2009 — loan increased by 233.33% and deposit by 137.21% if compared with late 2008.

"The grand opening of new office of Vientiane Branch today is another new step towards expanding branch network covering all provinces and towns of Lao PDR in the near future," he said.

H.E. Maly OUK, Deputy Governor of the National Bank of Cambodia, proudly noticed that in only about one year ACLEDA Bank Lao had expanded 3 branches in Sovannakhet, Champasak and Vientiane and 4 service units and had 175 staff with great achievement. She also "congratulates to ACLEDA Bank for this successful initiative to extend its branch network in major areas across Cambodia and now to our neighboring country which is beneficial to investors and household savers and thus contributing to the development of banking and financial sector of both countries."

H.E. Bounsong SOMMALAVONG, Deputy Governor of the Bank of the Lao PDR, emphasized that the expansion of the operating network here would significantly benefit to people and businessmen in Vientiane Capital City to get access to financial sources and other financial services which were key elements for generating jobs and income, and developing economy and improving living standard of people in Vientiane.

"The Bank of the Lao PDR needs bankers with the strong entrepreneurial spirits, ambitious banking professionals who know not only how to mobilize resources and provide loans to the customers, but also how to handle risk management," he also added.
